The Antigo City Council moved along with its sidewalk improvement procedure plan at Wednesday’s monthly meeting. In expedient fashion, the city looks to begin with its improvement projects soon.

A list of the city’s entire seasonal construction and improvement projects is available down below.

Yesterday’s meeting saw the approval of the declarations of intent to exercise police powers in accordance with state statutes for both sidewalks and driveway approaches. Both new resolutions passed 7-0.

Per the consent agenda, a $660,000 community development block grant was approved after amendment. Once amended, Resolution 21-17 allows the line of credit for the grant to be authorized only by the City Treasurer, Deputy Treasurer, or Mayor.

A Class A fermented beverage license (allowing beer and wine coolers only) was also granted for Mill’s Fleet Farm in Antigo.

Provided by the City of Antigo, here is a listing of the upcoming improvement and construction projects that will be undertaken this year, including a look at the current winter’s impact on the roads and city.

1. STREET PROJECTS/PLANNING/DESIGN:

A. Clermont Street Reconstruction (Bridge Street to north City Limits)

• Project Construction Estimate $275,000
• $100,000 from Transportation Economic Assistance (WisDOT)
• Anticipated March 2017 Wisconsin DOT letting

B. Lead Service Line Replacements (Private Property)

• $300,000 grant from Wisconsin DNR’s Safe Drinking Water Loan Program with principle forgiveness
• Available to private residential property owners at locations already updated within the City R.O.W. (City to contact eligible owners)
• 100% funded by grant (up to a $2,500 maximum per owner) with owner responsible for any additional costs

C. 8th Avenue Bridge Replacement Design (over Springbrook Creek)

• WisDOT bridge Replacement Program
• 80% Grant with 20% Local match
• 2019 projected construction

D. Gowan Road Design (10th Ave south to Springbrook Creek)

• Overall projected project cost of $1,025,000
• WisDOT Local Road Improvement Program Municipal Discretionary Project Grant of $385,000 already secured
• Application for a Community Development Block Grant under the Public Improvement Fund totaling $260,000 is being sought
• 2018 projected construction

E. Field Street Design (7th Avenue to 8th Avenue)

• Overall projected project cost of $520,000
• Application for a Community Development Block Grant under the Public Improvement Fund totaling $240,000 is being sought
• 2018 projected construction

F. Potential Pavement Rehabilitation Project

• Any remaining 2017 CIP funds to be considered for a surface restoration project such as the crush/shape/repave of an existing asphalt road without  any underground utility upgrades

G. Sidewalk Maintenance Program (Special Assessments 75% homeowner/25% City)

• City inspects and addresses geographic regions every 5 years (typically look for uneven joints and broken sections of sidewalk; some locations addressed based on complaint history)
• NE, NW, SE, SW & Central
• 2017 City focus is the southwest quadrant

H. Continued replacement/upgrades to radio read water meters

2. PARKS, RECREATION & CEMETERY and INLAND LAKE EFFORTS

A. Removal of invasive plant species along Springbrook trail

• Maintain removal of cattails along established viewing areas
• Address areas of concern with wild parsnip

B. Asphalt trail repairs as needed for quality walking/riding surface

C. Expansion of single bike trail located within the Town of Rolling at former landfill site

D. Electrical service upgrades from 30 amp to 50 amp @ City campground site with additional services to the overflow site locations

E. Installing metal rooks on baseball dugouts

F. Lake Park, Saratoga, Senior League and North Clermont

G. Upgraded batting cages at Kretz Park

H. To be accomplished by Antigo Dugout Club & High Scholl Baseball

3. WATER AND WASTEWATER TREATMENT PLANT PROJECTS

A. Blast/rebuild/repaint Clarifier #2 (solid separator) at the wastewater treatment plant

B. Blast/repaint the Accelator (removes water hardness) at the water treatment plant

• Anticipated 1st two weeks of April

C. Consultant phosphorus nutrient reduction study for the wastewater treatment plant

• Phase 3 of a multi-year requirement within City’s WDNR Operating Permit

D. Other miscellaneous equipment upgrades at water & wastewater treatment plants

4. MISCELLANEOUS PROJECTS

A. Mastic pavement patching of streets (Anticipated 1st two weeks of May)

B. Asphalt pavement maintenance along Springbrook Trail

C. Consultant Sediment Control Study of Antigo Lake Basins by Inland Lakes

D. Consultant based Springbrook Revitalization Study (4th to 7th Ave.) by Inland Lakes

E. Update/Replace original HVAC units at City Hall

F. Spray insulation on exterior walls above drop ceilings at City Hall & Fire Dept.

G. Slip lining of existing sanitary sewers for maintenance & decreased infiltration

5. EQUIPMENT PURCHASE PROJECTIONS

A. Replace 2002 Grader (mechanical issue) with a used 2010 or newer at Street Dept.

B. New landscape tractor/mower plus attachments in Parks, Recreation & Cemetery Dept.

C. New tandem axle dump truck with a ”hook” loader for multi-use in Streets/Water/Sewer

D. Pick-up truck replacement in Engineering Dept.

E. Replace 2 squad vehicles within the Police Dept.

F. Miscellaneous smaller purchases throughout all departments

6. WINTER 2016/2017 IMPACTS (through January 2017) (Above normal cost & material usage)

A. Salt usage = 250 tons and Sand/Salt mixture = 400 tons in January of 2017 alone

• 10 snowfalls & 4 freezing rain events occurred in January of 2017

B. Salt usage = 300 tons and Sand/Salt mixture = 650 tons in 2015/2016 entire winter
